sventon 1.0 RC3

RC3 is now available. Feedback from users tracked down issues related to using sventon in a non Latin 1 world. RC 3 brings a number of bugfixes to correct these problems, and sventon should now do at least a half-decent job working in an UTF-8 environment. An upgrade of JavaSVN to version 1.0.4 also comes with RC 3.

Many thanks to Evan Wang for helping us test sventon in a Chinese environment, and also providing a fix for issue 7136.
